How Hajj registration works in Russia

Russia's national quota is allocated across its Muslim-majority regions (notably Tatarstan, Bashkortostan, Chechnya, Dagestan and other North Caucasus republics), each coordinated by its own regional Muftiate under the broader umbrella of national Muslim religious bodies such as the Council of Muftis of Russia and the Central Spiritual Administration of Muslims. Intending pilgrims register through their regional Muftiate or a licensed Hajj travel company during an announced window, submitting standard documents and a deposit; because demand generally exceeds each region's individual allocation, waiting lists or priority rules favoring first-time pilgrims are common in the more populous republics. Selected pilgrims travel in organized regional caravans with an assigned group leader and pay a published package price in installments in Russian rubles, with logistics coordinated between the regional Muftiate and Saudi authorities.

Russia's quota for 2026 stayed at 25,000 under an agreement signed with Saudi Arabia, allocated across the Muslim-majority regions through their muftiates and approved tour operators. Russia is not on the Nusuk direct list.

Step by step

  1. Register with Hajj Mission of Russia during its announced window; most countries open registration many months before Hajj and some run multi-year queues.
  2. If applications exceed the quota, wait for the lottery or queue result; keep your registration current each year if the system requires renewal.
  3. Choose between the government package and a licensed private operator's package where both exist, and pay only through the channels the authority names.
  4. Complete the medical examination and vaccinations in time for the visa file; the national mission submits your details to the Saudi Ministry and receives your visa and Nusuk card.
  5. Attend the pre-departure training and travel with your group on the scheduled flights.

Typical timeline

What it costs from Russia

A consistently reported, current national package price in Russian rubles was not found in international sourcing, since pricing is generally set by regional Muftiates and licensed operators rather than a single national body. We point prospective pilgrims to their regional Muftiate's current guidance or our calculator rather than quoting a figure. Rather than guess, compare current licensed operators' published price lists side by side, since the main cost drivers, hotel distance from the Haram, flight class, and group size, vary more between operators than between years.

The drivers are the same everywhere: camp category in Mina, hotel distance from the Haram in Makkah and Madinah, room sharing, flights from Russia, and whether meals and internal transport are bundled. See Hajj budgeting and shifting versus non-shifting packages.

Umrah from Russia while you wait

Since 11 May 2026 Russian citizens can enter Saudi Arabia visa-free for tourism stays of up to 90 days, but the agreement excludes religious pilgrimage: Hajj needs a Hajj visa issued through the national mission, and for Umrah you should still hold an Umrah or tourist eVisa (Russia is on the eVisa list) with Nusuk bookings and permits in place. Saudia flies nonstop from Moscow.

Saudi embassy and consulates in Russia

The Saudi Embassy in Russia is in Moscow. You do not need to visit them for a tourist eVisa or an Umrah visa: both are issued online. The embassy matters for passport problems, document attestation, and visa categories that are not electronic. Opening hours and services are on each mission's page at mofa.gov.sa.

Flying to Jeddah or Madinah from Russia

Saudia lists scheduled passenger flights from Moscow. Jeddah (King Abdulaziz International) is the gateway for Makkah; Madinah (Prince Mohammad bin Abdulaziz International) suits pilgrims starting in Madinah. Gulf carriers, flynas, flyadeal and national airlines also serve these markets, often at lower fares with one stop.

Mistakes to avoid

  • Registering through a sub-agent who is not on the national authority's approved list.
  • Missing the payment deadline after selection; unpaid places are reallocated and several countries report thousands of missed visas each year.
  • Expecting to book Hajj on Nusuk directly. Russia is not on the Nusuk serviced-countries list, so the national mission is the only route.
  • Leaving the medical file and vaccinations to the last month.

Practical tips

  • Register through your regional Muftiate or an operator it has licensed
  • Expect a regional waiting list if your republic's allocation is oversubscribed
  • Confirm your caravan and group leader assignment ahead of departure
  • Complete required medical and vaccination checks ahead of the deadline
  • Ask your operator for its official licensing reference before paying
